GPS and telematics answer “where is the vehicle now?” Fleet operations software answers “who has it, under which agreement, with which documents, and who pays fines or Salik?” In the UAE you often need both — they are different layers, not substitutes.
Why search confuses the two
“Fleet management software” in UAE and Saudi search results is dominated by tracking vendors and compliance hardware stories. That is useful — and it is not the same job as running agreements, CRM, and charge recovery.
If you buy only GPS, you still reconcile Salik and fines by hand. If you buy only operations software, you still need a licensed tracker when live location or local tracking rules require it.
